(5) § 10-205(i) of this title (Maryland research and development tax credit). SECTION 4. AND BE IT FURTHER ENACTED, That Section 3 of this Act shall
take effect on the taking effect of the termination provision specified in Section 3 of
Chapter 492 of the Acts of the General Assembly of 1995, as amended. If that
termination provision takes effect, Section 2 of this Act shall be abrogated and of no
further force and effect. This Act may not be interpreted to have any effect on that
termination provision. SECTION 5. AND BE IT FURTHER ENACTED, That, except as provided in
Section 4 of this Act, this Act shall take effect July 1, 2002, and shall be applicable to
all taxable years beginning after December 31, 2001, but before January 1, 2007
2006; provided, however, that the tax credit under § 2-404 § 11-704 of the
Correctional Services Labor and Employment Article, as enacted under Section 1 of
this Act, shall be allowed for employees hired on or after July 1, 2002 but before
December 31, 2006 2004; and provided further that any excess credits under § 2-404
§ 11-704 of the Correctional Services Labor and Employment Article may be carried
forward and, subject to the limitations under § 2-404 § 11-704, may be applied as a
credit for taxable years beginning on or after January 1, 2007 2006. This Act shall
remain in effect for a period of 2 years 6 months and at the end of December 31, 2004,
with no further action required by the General Assembly, this Act shall be abrogated
and of no further force and effect.

Annapolis MD 21401 Dear Mr. President: In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 457 - State Board of Pilots - Sunset Extension and Program
Evaluation. This bill extends the termination date for the State Board of Pilots and requires a
sunset evaluation of the board. The bill also clarifies that the board is general funded
and codifies specified fiscal practices carried out on behalf of the board by the
Association of Maryland Pilots. House Bill 489, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
