The Honorable Thomas V. Mike Miller, Jr.
President of the Senate
State House
Annapolis MD 21401
Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 424 - Juvenile Justice - Criminal History Record Information -
Dissemination.
This bill authorizes the Criminal Justice Information System Central Repository,
when a juvenile has been charged as an adult, to disseminate to the Maryland Justice
Analysis Center unique identifiers relating to the child, including name, fingerprint
identification numbers and record or file numbers. The bill prohibits the Maryland
Justice Analysis Center from disseminating criminal history record information
except in accordance with State law.
House Bill 943, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 424.
Sincerely,
Parris N. Glendening
Governor
