VETOES
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows: Article - Family Law 2-406. (a) (1) IN THIS SUBSECTION, "JUDGE" MEANS A SITTING OR RETIRED JUDGE
OF THE DISTRICT COURT, A CIRCUIT COURT, THE COURT OF SPECIAL APPEALS, THE
COURT OF APPEALS, THE UNITED STATES DISTRICT COURT FOR THE DISTRICT OF
MARYLAND, OR THE UNITED STATES COURT OF APPEALS FOR THE FOURTH CIRCUIT,
OR A SITTING OR RETIRED JUDGE OF ANOTHER STATE OR FEDERAL COURT THAT HAS
SUBSTANTIALLY EQUIVALENT JURISDICTION. (2) A marriage ceremony may be performed in this State by: [(1)] (I) any official of a religious order or body authorized by the rules
and customs of that order or body to perform a marriage ceremony; [(2)] (II) any clerk; [or] [(3)] (III) any deputy clerk designated by the county administrative judge
of the circuit court for the county; OR (IV) A JUDGE. SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an
emergency measure, is necessary for the immediate preservation of the public health
or safety, has been passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two Houses of the General Assembly, and shall take
effect from the date it is enacted

Annapolis MD 21401 Dear Mr. President: In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 417 - State Commission of Real Estate Appraisers and Home
Inspectors - Sunset Extension and Program Evaluation. This bill extends the termination date for the State Commission of Real Estate
Appraisers and Home Inspectors from July 1, 2003 to July 1, 2013, requires another
sunset evaluation of the Commission by July 1, 2012, establishes certain fees and
makes several changes to the membership of the Commission.
House Bill 485, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 417.
