(3) If an individual does not elect membership during the applicable
period specified under paragraph (1) of this subsection, the individual may not
become a member of the Law Enforcement Officers' Pension System.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2002.

Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 310 - Higher Education - Community Colleges - Unrestricted
Grants.
This bill increases the unrestricted State grants to Allegany College of Maryland and
Garrett Community College. For fiscal 2003 through fiscal 2005, the increase for
Allegany College of Maryland is $360,000 and the increase for Garrett Community
College is $240,000.
House Bill 179, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 310.

AN ACT concerning
Higher Education - Community Colleges - Unrestricted Grants
FOR the purpose of requiring that certain community colleges receive additional
unrestricted grants in certain years; requiring that certain unrestricted grant
amounts increase by the same percentage as the percentage increase in funding
per full-time equivalent student at certain public institutions of higher
education in the State providing for the termination of this Act; and generally
relating to unrestricted grants to community colleges.
