Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 309 - Law Enforcement Officers' Pension System - Membership.
This bill provides State employees who were previously eligible for Law Enforcement
Officers' Pension System membership, but elected not to transfer, with an additional
transfer opportunity through December 31, 2002.
House Bill 216, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 309.

AN ACT concerning
Law Enforcement Officers' Pension System - Membership
FOR the purpose of providing certain law enforcement officers with the option to
participate in the Law Enforcement Officers' Pension System on or before a
certain date; and generally relating to the election for certain law enforcement
officers to participate in the Law Enforcement Officers' Pension System.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - State Personnel and Pensions
26-202.
(a) Except as provided in subsection (b) of this section, an individual described
in § 26-201 of this subtitle is a member of the Law Enforcement Officers' Pension
System as a condition of employment.
