S.B. 247 VETOES
(2) Adopt and implement adequate procedures for enforcing the State
primary drinking water regulations. (b) (1) The State primary drinking water regulations may not[: (1) (I) (1) Be more stringent than the complete interim or revised
national primary drinking water regulations in effect at the time, UNLESS THE
SECRETARY FINDS THAT THE MORE STRINGENT REGULATIONS ARE NECESSARY TO
PROTECT PUBLIC HEALTH; or (2) (II) (2) Require] REQUIRE the addition of any substance for preventive health care purposes unrelated to contamination of drinking water. (2) NOTWITHSTANDING PARAGRAPH (1) OF THIS SUBSECTION, THE
STATE PRIMARY DRINKING WATER REGULATIONS MAY NOT BE LESS STRINGENT
THAN THE COMPLETE INTERIM OR REVISED NATIONAL PRIMARY DRINKING WATER
REGULATION
S IN EFFECT IN JANUARY 2002. (c) The enforcement procedures shall: (1) Include monitoring and inspection procedures; and (2) Comply with all rules and regulations adopted by the Administrator
under the Federal Act. (d) As the Administrator requires by rules or regulations adopted under the
Federal Act, the Secretary shall keep records and make reports with respect to the
Secretary's activities under this section. SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 2002.

Annapolis MD 21401 Dear Mr. President: In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 247 - Atlantic Coastal Bays Protection Act. This bill expands the Chesapeake Bay Critical Area Law to include the "Atlantic
Coastal Bays" and their tributaries. On or before September 29, 2003, the bill
requires local critical area programs to be in effect throughout the Atlantic Coastal
Bays Critical Area. House Bill 301, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 247.
