renaming the Clients' Security Trust Fund as the Client Protection Fund of the
Bar of Maryland. BY repealing and reenacting, with amendments, Article - Business Occupations and Professions Section 10-310 and 10-311(a)(1) to be under the amended part "Part II. Client Protection Fund"
Annotated Code of Maryland (2000 Replacement Volume and 2001 Supplement) SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows: Article - Business Occupations and Professions Part II. [Clients' Security Trust] CLIENT PROTECTION Fund. 10-310. In this Part II of this subtitle, "Fund" means the [Clients' Security Trust]
CLIENT PROTECTION Fund of the Bar of Maryland. 10-311. (a) The Court of Appeals may adopt rules that: (1) establish a [Clients' Security Trust] CLIENT PROTECTION Fund of
the Bar of Maryland; SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect October July 1, 2002.

Annapolis MD 21401 Dear Mr. President: In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 232 — Frederick County - Zoning - Referendum. Senate Bill 232 would have provided that an ordinance or an amendment to an
existing ordinance that enacts a substantial rewrite, replacement or repeal of the
Frederick County zoning ordinance must take effect 30 days after the date of
enactment, unless the ordinance or amendment is petitioned to a county referendum.
The bill outlines various procedures of how such a petition and referendum should be
administered, including the requirement that a petition submitted must be signed by
at least three percent of the number of qualified voters of Frederick County who voted
for Governor in the last preceding gubernatorial election.
