VETOES
Dear Mr. President: In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 111 - Vehicle Laws - Commercial Drivers' Licenses - Special
School Bus Endorsement. This bill requires a school bus driver to obtain a special school bus endorsement
issued by the Motor Vehicle Administration for the person's commercial driver's
license. A school bus endorsement authorized under this bill also qualifies as an
endorsement for vehicles designed to transport 16 or more passengers. The bill
applies only to individuals applying for a commercial driver's license to drive a school
bus on or after the October 1, 2002 effective date. House Bill 322, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate

Governor Senate Bill No. 111 AN ACT concerning Vehicle Laws - Commercial Drivers' Licenses - Special School Bus Endorsement FOR the purpose of requiring an operator of a school bus to obtain a special
commercial driver's license endorsement from the Motor Vehicle Administration
under certain circumstances; clarifying a certain requirement for driving a
school bus; providing for the application of a special school bus endorsement as
an endorsement for operating certain other vehicles; providing for the
application of this Act; clarifying certain language; and generally relating to
driver's license requirements for school bus drivers. BY repealing and reenacting, with amendments,

Annotated Code of Maryland (1999 Replacement Volume and 2001 Supplement) SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows: Article - Transportation 16-815.
(a) (1) A Class A commercial driver's license authorizes the licensee to drive
the following motor vehicles and combinations of motor vehicles:
