POSITION IN THE STATE PERSONNEL MANAGEMENT SYSTEM IN THE SAME
PRINCIPAL UNIT THAT EMPLOYED THE CONTRACTUAL EMPLOYEE PRIOR TO THE
BREAK IN SERVICE; (II) DID NOT INCUR A BREAK IN SERVICE FOR MORE THAN 1 YEAR; AND (III) DURING THE BREAK IN SERVICE WAS EMPLOYED BY THE
WASHINGTON COUNTY HOUSING AUTHORITY IN A POSITION THAT WAS SIMILAR IN
DUTIES AND RESPONSIBILITIES TO THE CONTRACTUAL POSITION. [(a)] (B) A contractual employee [who transfers to a budgeted position under
this subtitle or who is selected to fill a budgeted position in the State Personnel
Management System, without a break in service, in the same principal unit that
employs the contractual employee,] shall be given credit for service in the contractual
position for the purpose of establishing; (1) steps in the pay grade applicable to the budgeted position; (2) annual leave; and (3) seniority rights. [(b)] (C) A contractual employee who transfers to a budgeted position under
this subtitle or who is selected to fill a budgeted position shall become a member of
the Employees' Pension System of the State of Maryland. SECTION 2. AND BE IT FURTHER ENACTED, That the provisions of this
Act shall apply to a contractual employee who transfers to or is selected to fill a
budgeted position between July 1, 2000 and July 1, 2001. SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 2002. It shall remain effective for a period of 1 year and, at the end
of September 30, 2003, with no further action required by the General Assembly, this
Act shall be abrogated and of no further force and effect. Approved May 16, 2002.

(Senate Bill 903) AN ACT concerning Prince George's County - Special Taxing Districts and Tax Increment Financing FOR the purpose of altering the definition of "bond" as it relates to special taxing
districts and tax increment financing to include a certain bond issued by the
revenue authority of Prince George's County; authorizing the County to pledge
certain tax revenues to certain funds; authorizing certain funds to be used for
