Ch. 552 2002 LAWS OF MARYLAND
(F) THE DEPARTMENT: (1) SHALL CONDUCT A FIELD INSPECTION OF EACH FOREST RETENTION
BANK IN ORDER TO ENSURE THAT EXISTING FORESTED AREAS ARE MAINTAINED
AND PROPERLY CREDITED IN THE BANK; (2) SHALL EVALUATE THE 2-YEAR PILOT PROGRAM TO DETERMINE ITS
EFFECTIVENESS IN MEETING THE GOALS UNDER SUBSECTION (B) OF THIS SECTION:
AND (3) ON OR BEFORE DECEMBER 31, 2004, SHALL REPORT, IN ACCORDANCE
WITH § 2-1246 OF THE STATE GOVERNMENT ARTICLE, TO THE HOUSE
ENVIRONMENTAL MATTERS COMMITTEE AND THE SENATE EDUCATION, HEALTH,
AND ENVIRONMENTAL AFFAIRS COMMITTEE ON THE EFFECTIVENESS OF THE PILOT
PROGRAM. SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2002. It shall remain effective for a period of 3 years and, at the end of June
30, 2005, with no further action required by the General Assembly, this Act shall be
abrogated and of no further force and effect. Approved May 16, 2002.
CHAPTER 552
(House Bill 917) AN ACT concerning Human Subject Research - Institutional Review Boards FOR the purpose of requiring a person conducting human subject research to obtain
certain consent from the human subject under certain circumstances; requiring
a person conducting human subject research to obtain institutional review board
appro
val under certain circumstances; requiring an institutional review board
to invite certain individual to assist the institutional
review board under
certain circumstances; providing for the exemption of certain research;
comply
with federal regulations on the protection of human subjects; defining certain
terms; providing that the minutes of an institutional review board shall be open
to public insp
ection at certain times and shall contain certain information; made
available upon request within a certain period of time; authorizing the Attorney
General to seek injunctive or other relief under certain circumstances related to
research in violation of this Act; and generally relating to human subject
research and institutional review boards. BY adding to Article — Health - General Section 13-1601 through 13-1606 13-1604, inclusive, to be included under the
new subtitle "Subtitle 16. Human Subject Research"
