Ch. 546
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows: Article - Transportation 8-409. (e) Unless the Administration or local government specifically approves other
uses, as provided in subsection (g) of this section, footpaths and bicycle trails may be
used only by pedestrians, [and] nonmotorized vehicles, AND ELECTRIC PERSONAL
ASSISTIVE MOBILITY DEVICES AS DEFINED IN § 21-101(G-1) OF THIS ARTICLE. 11-176. (A) "Vehicle" means, EXCEPT AS PROVIDED IN SUBSECTION (B) OF THIS
SECTION, any device in, on, or by which any individual or property is or might be
transported or towed on a highway. (B) "VEHICLE" DOES NOT INCLUDE AN ELECTRIC PERSONAL ASSISTIVE
MOBILITY DEVICE AS DEFINED IN § 21-101(G-1) OF THIS ARTICLE. 21-101. (G-1) "ELECTRIC PERSONAL ASSISTIVE MOBILITY DEVICE" OR "EPAMD" MEANS A
PEDESTRIAN DEVICE THAT: (1) HAS TWO NONTANDEM WHEELS; (2) IS SELF-BALANCING; (3) IS POWERED BY AN ELECTRIC PROPULSION SYSTEM; (4) HAS A MAXIMUM SPEED CAPABILITY OF 15 MILES PER HOUR; AND (5) IS DESIGNED TO TRANSPORT ONE PERSON. 21-501. At an intersection, a pedestrian is subject to all traffic control signals, as
provided in §§ 21-202 and 21-203 of this title. However, at any other place, a
pedestrian has the rights and is subject to the restrictions stated in this title. 21-501.1. AT AN INTERSECTION, A PERSON USING AN EPAMD IS SUBJECT TO ALL TRAFFIC
CONTROL SIGNALS, AS PROVIDED IN §§ 21-202 AND 21-203 OF THIS TITLE. HOWEVER,
AT ANY OTHER PLACE, A PERSON USING AN EPAMD HAS THE RIGHTS AND IS SUBJECT
TO THE RESTRICTIONS APPLICABLE TO PEDESTRIANS UNDER THIS TITLE. 21-1201. (a) The parent of any minor or the guardian of any ward may not authorize
the minor or ward to violate any provision of this subtitle.
(b) The parent of any minor or the guardian of any ward may not knowingly
permit the minor or ward to violate any provision of this subtitle.
