granted by a judicial, administrative, or executive body of a jurisdiction or country
other than the United States that is in compliance with the laws of that country.
5-326.
A final decree of adoption granted in another jurisdiction:
(1) shall be given full faith and credit in this State; and
(2) has the same legal effect as a final decree of adoption granted in this
State.
5-326.1.
A FINAL DECREE OF ADOPTION GRANTED BY A JUDICIAL, ADMINISTRATIVE, OR
EXECUTIVE BODY OF A JURISDICTION OR COUNTRY OTHER THAN THE UNITED
STATES SHALL BE GIVEN FULL RECOGNITION AND EFFECT IN THIS STATE IF:
(1) THE ADOPTING PARENT IS A RESIDENT OF THIS STATE; AND
(2) THE VALIDITY OF THE FOREIGN ADOPTION HAS BEEN VERIFIED BY
THE GRANTING OF AN IR-3 VISA FOR THE CHILD BY THE UNITED STATES
IMMIGRATION AND NATURALIZATION SERVICE UNDER THE IMMIGRATION AND
NATIONALITY ACT.
Article - Health - General
4-211.
(i) (1) The Secretary shall, upon request, prepare and register a certificate
in this State for a person born in a foreign country who is not a citizen of the United
States and who was adopted [ through]:
(I) THROUGH a court of competent jurisdiction in this State; OR
(II) l. UNDER THE LAWS OF A JURISDICTION OR COUNTRY
OTHER THAN THE UNITED STATES AND HAS BEEN GRANTED AN IR-3 VISA BY THE
UNITED STATES IMMIGRATION AND NATURALIZATION SERVICE UNDER THE
IMMIGRATION AND NATIONALITY ACT; AND
2. BY AN ADOPTING PARENT WHO IS A RESIDENT OF THIS
STATE.
(2) [The] EXCEPT AS PROVIDED IN PARAGRAPH (3) OF THIS
SUBSECTION, THE certificate shall be established upon receipt of [a]:
(I) A certificate of adoption from the court decreeing the adoption[,
proof];
(II) PROOF of the date and place of the child's birth[,]; and [a]
(III) A request from the court, the adopting parents, or the adopted
person if 18 years of age or over that the certificate be prepared.
