(House Bill 181)
AN ACT concerning
State Employee and Retiree Health and Welfare Benefits Program -
Eligibility for Enrollment and Participation
FOR the purpose of allowing employees of the Tri-County Council for Southern
Maryland, the Tri-County Council for Western Maryland, the Tri-County
Council for the Lower Eastern Shore of Maryland, and the Mid-Shore Regional
Council to enroll and participate in the health insurance benefit options
established under the State Employee and Retiree Health and Welfare Benefits
Program under certain circumstances; requiring a council to pay certain costs to
the State; requiring a council to make a certain determination; providing for the
application of this Act; and generally relating to the participation in health
insurance benefit options under the State Employee and Retiree Health and
Welfare Benefits Program by employees of the Tri-County Council for Southern
Maryland, the Tri-County Council for Western Maryland, the Tri-County
Council for the Lower Eastern Shore of Maryland, and the Mid-Shore Regional
Council.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - State Personnel and Pensions
2-515.
(A) THIS SECTION APPLIES TO THE TRI-COUNTY COUNCIL FOR SOUTHERN
MARYLAND, THE TRI-COUNTY COUNCIL FOR WESTERN MARYLAND, THE TRI-COUNTY
COUNCIL FOR THE LOWER EASTERN SHORE OF MARYLAND, AND THE MID-SHORE
REGIONAL COUNCIL.
(B) AN EMPLOYEE OF A COUNCIL SUBJECT TO THIS SECTION MAY ENROLL
AND PARTICIPATE IN THE HEALTH INSURANCE BENEFIT OPTIONS ESTABLISHED
UNDER THE PROGRAM WITH THE APPROVAL OF THE COUNCIL.
(C) A COUNCIL SUBJECT TO THIS SECTION SHALL:

(1) PAY TO THE STATE THE TOTAL COSTS RESULTING FROM THE
PARTICIPATION OF ITS EMPLOYEES IN THE PROGRAM; AND
