acting "on behalf of or at the direction of a manufacturer" for brevity. Defined term: "Person" § 1-101 (D) AUTHORIZED PROVIDER (1) "AUTHORIZED PROVIDER'' MEANS: (I) A PERSON LICENSED, REGISTERED, OR OTHERWISE ALLOWED
TO ADMINISTER, DISTRIBUTE, DISPENSE, OR CONDUCT RESEARCH ON A
CONTROLLED DANGEROUS SUBSTANCE IN THE STATE IN THE COURSE OF
PROFESSIONAL PRACTICE OR RESEARCH; OR (II) A PHARMACY, LABORATORY, HOSPITAL, OR OTHER
INSTITUTION LICENSED, REGISTERED, OR OTHERWISE ALLOWED TO ADMINISTER,
DISTRIBUTE, DISPENSE, OR CONDUCT RESEARCH ON A CONTROLLED DANGEROUS
SUBSTANCE IN THE STATE IN THE COURSE OF PROFESSIONAL PRACTICE OR
RESEARCH. (2) "AUTHORIZED PROVIDER" INCLUDES A SCIENTIFIC INVESTIGATOR
AND AN INDIVIDUAL AUTHORIZED BY THE STATE TO PRACTICE MEDICINE,
DENTISTRY, OR VETERINARY MEDICINE. REVISOR'S NOTE: This subsection is new language derived without
substantive change from former Art. 27, § 277(t)(1) and the first sentence
of (2). The term "authorized provider" is substituted for the former term
"practitioner" to clarify that the term refers both to individuals and to
facilities that are authorized to administer, dispense, distribute, or conduct
research about a controlled dangerous substance. The second sentence of former Art. 27, § 277(t)(2), which defined "hospital"
as "an institution for the care and treatment of the sick and injured
approved by the Department, as proper to be entrusted with the custody of
controlled dangerous substances under the direction of a physician, .
dentist, or veterinarian" is deleted as redundant in light of paragraph
(l)(ii) of this subsection, because the entities to which the term "hospital"
referred are included in the defined term "person", and because it did not
add anything to the ordinary meaning of the word "hospital". No
substantive change is intended. In paragraph (2) of this subsection, the former references to a physician,
dentist, and veterinarian authorized "by law" to practice in this State are
deleted as included in the reference to being "authorized by the State" to
