of clients unless the appropriate
amount of funding is added to the
appropriation through budget
amendment;
(7) shall work together with advocacy
groups for impacted clients and the
provider community in making the
decisions necessary to implement this
revised service delivery system;
(8) shall undertake audits and other
studies as needed in order to generate
reliable estimates of demand for
mental health services;
(9) shall ensure appropriate use of services
through the use of utilization review;
(10) shall obtain an independent study on
the efficacy of core service agencies and
a determination on whether the current
core service agency structure should be
reconfigured; and
(9) (11) shall continue to develop outcome
measures for community services in
order to direct resources into
services and to providers who
demonstrate successful outcomes.
Further provided that the administration
shall report back to the budget
committees by May 1, 2002:
(1) detailing what changes have been
made in order for the administration to
deliver community mental health
services within the constraints of its
budget and the impact of those
proposed changes on clients and
providers;
(2) providing a revised budget document
which realigns the appropriation to the
proposed service delivery system; and
(3) specifying, based on its own review or a
review from independent consultants,
