(4) CURRENT LAW HAS NOT BEEN EFFECTIVE IN CURBING THE MORE
FREQUENT USE OF HANDGUNS IN COMMITTING CRIME; AND
(5) ADDITIONAL REGULATIONS ON THE WEARING, CARRYING, AND
TRANSPORTING OF HANDGUNS ARE NECESSARY TO PRESERVE THE PEACE AND
TRANQUILITY OF THE STATE AND TO PROTECT THE RIGHTS AND LIBERTIES OF THE
PUBLIC.
REVISOR'S NOTE: This section is new language derived without substantive
change from former Art. 27, § 36B(a).
In the introductory language of this section, the former reference to the
General Assembly "of Maryland" is deleted as implicit.
Also in the introductory language of this section, the former archaic word
"hereby" is deleted as unnecessary.
Also in the introductory language of this section, the former reference to
"declar[ing]" is deleted as redundant of the reference to "find[ing]" and for
consistency with similar provisions elsewhere in the revised articles of the
Code. See, e.g., BR § 3-102 and IN § 7-102.
In item (2) of this section, the reference to "violent crimes committed in the
State" is substituted for the former reference to "those crimes" for clarity.
In item (3) of this section, the reference to "deaths and injuries" is
substituted for the former reference to "persons killed or injured" for
clarity and brevity.
Also in item (3) of this section, the reference to "public places" is
substituted for the former reference to "streets and public ways" for clarity.
Also in item (3) of this section, the reference to "criminals" is substituted
for the former reference to "persons inclined to use them in criminal
activity" for brevity.
In item (4) of this section, the reference to "current law" is substituted for
the former reference to "[t]he laws currently in force" for brevity.
In item (5) of this section, the reference to "additional" regulations is
substituted for the former reference to "[f]urther" regulations for clarity.
Also in item (5) of this section, the reference to the "public" is substituted
for the former reference to the "citizens" of the State for clarity.
The findings contained in this section appear to refer to the original
effective date of former Art. 27, § 36B, March 27, 1972. See Ch. 13, Acts of
1972.
