SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall be
construed to apply only prospectively and may not be applied or interpreted to have
any effect on or application to any disposition made by a juvenile court on a petition
regarding a child before the effective date of this Act.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2002.

(House Bill 965)
AN ACT concerning
Morgan State University - Establishment and Funding of Distinguished
Scholar Position
FOR the purpose of establishing authorizing the establishment of a certain
distinguished scholar position at Morgan State University; requiring
authorizing the President of Morgan State University to select a distinguished
scholar for a certain term and establish certain salary and employment contract
terms and conditions for the position; requiring the Governor to include funding
for the position in the budget authorizing the use of certain moneys to fund the
costs associated with a certain distinguished scholar position; establishing a
delayed effective date; and generally relating to the establishment of a
distinguished scholar position at Morgan State University.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

14-108.
(A) (1) THERE IS MORGAN STATE UNIVERSITY MAY ESTABLISH A
DISTINGUISHED SCHOLAR POSITION AT MORGAN STATE UNIVERSITY KNOWN AS THE
CLARENCE W. BLOUNT CHAIR OF PUBLIC POLICY AND URBAN POLITICS.
(2) THE PURPOSE OF THE DISTINGUISHED SCHOLAR POSITION IS TO
TEACH, CONDUCT RESEARCH, AND PERFORM COMMUNITY SERVICE IN PUBLIC
POLICY AND URBAN POLITICS AT MORGAN STATE UNIVERSITY.
