Ch. 368 2002 LAWS OF MARYLAND
(2) AN INDIVIDUAL SHALL BE APPROVED BY THE BOARD TO PRACTICE
AS A LICENSED GRADUATE ALCOHOL AND DRUG COUNSELOR, A LICENSED
GRADUATE PROFESSIONAL COUNSELOR, OR A LICENSED GRADUATE MARRIAGE AND
FAMILY THERAPIST BEFORE THE INDIVIDUAL MAY: (I) USE THE TITLE "LICENSED GRADUATE ALCOHOL AND DRUG
COUNSELOR", "LICENSED GRADUATE PROFESSIONAL COUNSELOR", OR "LICENSED
GRADUATE MARRIAGE AND FAMILY THERAPIST"; (II) USE THE INITIALS "L.G.A.D.C.", "L.G.P.C.", OR "L.G.M.F.T." AFTER
THE NAME OF THE INDIVIDUAL; (III) REPRESENT TO THE PUBLIC THAT THE INDIVIDUAL IS
APPROVED BY THE BOARD TO PRACTICE ALCOHOL AND DRUG COUNSELING,
PROFESSIONAL COUNSELING, OR MARRIAGE AND FAMILY THERAPY; OR (IV) USE ANY TITLE, ABBREVIATION, SIGN, CARD, OR OTHER
REPRESENTATION THAT THE INDIVIDUAL IS A LICENSED GRADUATE ALCOHOL AND
DRUG COUNSELOR A LICENSED GRADUATE PROFESSIONAL COUNSELOR, OR A
LICENSED GRADUATE MARRIAGE AND FAMILY THERAPIST. (H) (G) ANY INDIVIDUAL WHO VIOLATES SUBSECTION (G) OF THIS SECTION
IS GUILTY OF A MISDEMEANOR AND ON CONVICTION IS SUBJECT TO A FINE NOT
EXCEEDING $500 OR IMPRISONMENT NOT EXCEEDING 6 MONTHS OR BOTH. SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2002. Approved May 6, 2002.

(House Bill 423) AN ACT concerning Health Care Facilities - Pain ManagementThe "Fifth Vital Sign"
Health Care - Programs and Facilities - Pain Management FOR the purpose of requiring health care facilities to assess and monitor pain as a
vital sign in patients and residents; requiring certain documentation by health
care facilities; requiring the Secretar
y of Health and Mental Hygiene to adopt
certain regulations; adding the right to have pain assessed, managed, and
treated to the patient's bill of rights for hospitals and related institutions;
requiring certain other health care facilities to add pain management to any
patient's bill of rights or similar document distributed; establishing a State
Advisory Council on Pain Management; specifying the membership, terms, and
purpose of the Advisory Council; authorizing the Advisory Council to consult
with certain individuals and organization representatives; requiring the
Advisory Council to issue certain reports on or before certain dates; providing for
