PARRIS N. GLENDENING, Governor Ch. 342
(x) One representative from the managed care industry; (xi) One representative with experience in a teaching hospital who
is not from the Prince George's Hospital System; and (xii) One representative from the union representing the Prince
George's Hospital System's employees. (c) The Governor shall designate the chairman of the Task Force. (d) The University of Maryland Medical Systems, Office of the Chief of Staff of
the Governor, and the Office of the County Executive in Prince George's County shall
provide staff for the Task Force. (e) A member of the Task Force may not receive compensation for serving on
the Task Force, but is entitled to reimbursement for expenses under the Standard
State Travel Regulations, as provided in the State budget. (f) The Task Force shall study and make recommendations regarding: (1) Long-term funding and capital strategies for the Prince George's
Hospital System; (2) An examination of the total management structure and operation of
the Prince George's Hospital System; (3) A re-examination of the relationship between Prince George's County
government and the Prince George's Hospital System; (4) Enhancing existing clinical programs, strengthening and improving
the quality of information systems; (5) Engaging the right partners and stakeholders in the reform process
to achieve long-term change and (6) The environmental, strategic, and organizational factors, identified
by the University of Maryland Medical System in its recent review of Dimensions
Health Corporation which have contributed to the deterioration of the financial
condition of Prince George's Hospital Center, including: (i) the condition of current management; (ii) lack of a business plan; (iii) structure of the governing board; (iv) an ineffective organizational model; (v) an ineffective privatization model; and (vi) market disadvantages, including a competitive disadvantage to
Washington, D.C.; and
