ARTICLE, TO THE COUNTY DELEGATIONS OF THE HOUSE OF DELEGATES AND THE
SENATE OF MARYLAND, ON THE TOTAL NUMBER OF SETTLEMENTS OF TORT CLAIMS
INVOLVING LAW ENFORCEMENT ACTIVITIES IN THE COUNTY AND THE TOTAL
EXPENDITURES MADE IN THE PRECEDING FISCAL YEAR FOR THOSE SETTLEMENTS.

A COURT MAY NOT SEAL THE TERMS OF A SETTLEMENT AGREEMENT IN AN
ACTION AGAINST THE PRINCE GEORGE'S COUNTY POLICE DEPARTMENT.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall be
construed to apply only prospectively and may not be applied or interpreted to have
any effect on or application to any settlement agreement in an action against the
Prince George's County Police Department entered into before the effective date of
this Act.
SECTION 2. 3. 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 2002.
