(B) PREREQUISITE TO ACTIVITY. A POLITICAL COMMITTEE MAY NOT RECEIVE OR DISBURSE MONEY OR ANY
OTHER THING OF VALUE UNLESS THE POLITICAL COMMITTEE IS ESTABLISHED IN
ACCORDANCE WITH THE REQUIREMENTS OF THIS SECTION. (C) ESTABLISHMENT. TO ESTABLISH A POLITICAL COMMITTEE: (1) A CHAIRMAN AND A TREASURER SHALL BE APPOINTED ON A FORM
THAT THE STATE BOARD PRESCRIBES AND THAT IS SIGNED BY THE CHAIRMAN AND
TREASURER AND INCLUDES: (I) THE RESIDENCE ADDRESSES OF THE CHAIRMAN AND THE
TREASURER; AND (II) THE INFORMATION REQUIRED BY § 13-208 OF THIS SUBTITLE; AND (2) THE FORM SHALL BE FILED WITH THE BOARD WHERE THE
POLITICAL COMMITTEE IS REQUIRED TO FILE CAMPAIGN FINANCE REPORTS. (D) VACANCY. (1) A CHAIRMAN OR TREASURER OF A POLITICAL COMMITTEE MAY
RESIGN BY COMPLETING A RESIGNATION FORM THAT THE STATE BOARD
PRESCRIBES AND FILING THE FORM WITH THE BOARD WHERE THE POLITICAL
COMMITTEE WAS ESTABLISHED. (2) IF A VACANCY OCCURS IN THE OFFICE OF CHAIRMAN OR THE
OFFICE OF TREASURER, THE POLITICAL COMMITTEE PROMPTLY SHALL APPOINT A
NEW CHAIRMAN OR TREASURER IN ACCORDANCE WITH THIS SECTION. REVISOR'S NOTE: This section is new language derived without substantive
change from former Art. 33, § 13-202(a), as it related to the appointment,
resignation, and duties of a chairman and a treasurer for a political club. In subsection (b) of this section, the former reference to a political
committee "collect[ing]" money or other valuable things is deleted as
redundant in light of the use of the word "receive". Also in subsection (b) of this section, the former reference to a political
committee "or any of its members" is deleted because the identity of the
members of a political committee is not reported to the State Board or a
local board. In the introductory language of subsection (c) of this section, the former
requirement that a political committee or a central committee "constantly
maintain" a chairman and treasurer is deleted as surplusage. In subsection (c)(1) of this section, the former references to the "other
principal officers" and "other officers" of a political committee are deleted
