subtitle "Subtitle 4. Reporting Requirements"; 13-501 through 13-504,
inclusive, and the subtitle "Subtitle 5. Campaign Materials"; 13-601
through 13-605, inclusive, and the subtitle "Subtitle 6. Prohibited
Practices and Penalties"; 14-101 through 14-104, inclusive, and the title

1-101.
(a) In this article the following words have the meanings indicated unless a
different meaning is clearly intended from the context.

(b) "Absentee ballot" means a ballot not used in a polling place.
