the Department shall contract with a qualified third party to
conduct a utility rate study for each locality with a wastewater
treatment system in Maryland with an average wastewater
discharge of under 12 million gallons per day. This study will
compare the local jurisdiction's utility rate to that necessary to
financially support the jurisdiction's current wastewater
treatment program, while ensuring that adequate funding is set
aside by the local jurisdiction for a local capital improvement
program;
(2) To provide not more than $4,766,000 in grants to provide
assistance to grant and loan recipients to meet the local
share of construction costs;
(3) To provide not more than $900,000 $450,000 in grants for
water quality clean-up activities in small creeks and
estuaries; and
(4) To provide not more than $1,000,000 $500,000 in grants for
nonpoint source stormwater pollution control.......................
(B) Water Supply Assistance Funds. Provide funds for assistance to
State and local government entities to acquire, design,
construct, rehabilitate, equip, and improve water supply
facilities. These funds shall be administered in accordance with
Sections 9-420 through 9-426 of the Environment Article and
in accordance with the Code of Maryland Regulations (COMAR)

(A) Comprehensive Flood Management Grant Program. Provide
funds to local governments for projects which reduce the risk of
loss of life and property from flooding. Grant funds may be used
to acquire flood-prone properties for demolition or relocation,
install flood warning systems, and construct flood control
projects, including engineering studies required to support the

(A) Infrastructure Improvement Fund. Provide funds to design,
construct and equip capital improvements for State institutions.
Expenditures for any of the following projects may not exceed
the amount listed below by more than 7.5% without notification
to the General Assembly. Funds may only be spent on the
projects listed below or on previously authorized projects.
