Construction. In addition to that amount, the following additional funds shall be
provided annually to county boards as follows:] (F) IN FISCAL YEARS 2003 AND YEAR 2004, THE STATE SHALL DISTRIBUTE
GRANTS TO COUNTY BOARDS UNDER THE AGING SCHOOLS PROGRAM ADMINISTERED
