(3) In order to receive funds under this subsection, each county board
shall match the State grant dollar for dollar with new local school board funds. (4) To the extent that a local school board does not provide new local
school board funds to meet the local match required in paragraph (3) of this
subsection, the State grant shall revert to the General Fund. (5) The State Superintendent shall establish guidelines and criteria for
the expenditure of funds under this subsection. In developing guidelines, priority
shall be given to updating library book and other resource collections. (6) For fiscal year 1999 and every fiscal year thereafter, and subject to
the provisions of this subsection, school library grants shall be provided to county
