(b) The head of the Office is the Special Secretary for Children, Youth, and
Families, The Special Secretary is appointed by and serves at the pleasure of the
Governor and is directly responsible to him. The Special Secretary shall receive the
salary provided in the State budget.
(c) The Office shall have a Director and the assistants, fiscal analysts,
consultants, and employees provided in the State budget. The Special Secretary may
establish areas of responsibility within the Office and may designate staff as
necessary to fulfill the duties assigned to the Special Secretary.
(d) The following units are in the Office:
(1) Advisory Committee for Children, Youth, and Families;
(2) Children's councils;
(3) Governor's Council on Adolescent Pregnancy;
(4) State Coordinating Council for Residential Placement of
Handicapped Children; [and]
(5) THE MARYLAND SCHOOL-BASED HEALTH CENTER POLICY ADVISORY
COUNCIL; AND
[(5)] (6) Other multiple agency initiatives for children, youth, and
families that are not reserved by law to another agency.

IN THIS SUBHEADING, "COUNCIL" MEANS THE MARYLAND SCHOOL-BASED
HEALTH CENTER POLICY ADVISORY COUNCIL.

(A) THERE IS A STATEWIDE MARYLAND SCHOOL-BASED HEALTH CENTER
POLICY ADVISORY COMMISSION ON IMMUNIZATIONS COUNCIL.
(B) THE COUNCIL SHALL BE INDEPENDENT AND LOCATED IN THE OFFICE
FOR CHILDREN, YOUTH, AND FAMILIES FOR BUDGETARY AND ADMINISTRATIVE
PURPOSES ONLY.
(C) STAFF SUPPORT FOR THE COUNCIL SHALL BE PROVIDED BY THE
GOVERNOR'S OFFICE FOR CHILDREN, YOUTH, AND FAMILIES.

(B) (A) THE COMMISSION COUNCIL CONSISTS OF AT LEAST THE FOLLOWING
25 MEMBERS:
(1) THE SPECIAL SECRETARY OF THE OFFICE FOR CHILDREN, YOUTH.
AND FAMILIES OR THE SPECIAL SECRETARY'S DESIGNEE;
