(3) The Special Secretary shall serve as chairperson of the Committee.
(4) In developing the plan, the Committee shall consult with the
(i) representatives from each of the following:
1. local governments;
2. local departments of social services;
3. local health departments;
4. local coordinating councils;
5. local juvenile justice areas;
6. core service agencies; and
7. Developmental Disabilities Administration regional

|
|
following:
|
|
|
|
|
|
|
|
|
|
|
offices;
|
|
|
|
|
|
|
|
(ii) parents of children with special needs;
(iii) private residential and day services providers;
(iv) child advocacy organizations;
(v) former consumers of special needs services who are at least 18
|
|
|
|
|
|
|
|
|
years of age;
|
|
|
|
|
|
|
|
|
(vi) a representative of the Maryland Health Care Commission; and
(vii) any other person the Special Secretary deems necessary.
(f) The Subcabinet plan shall be submitted to the Governor and the General
Assembly and published in the Maryland Register.
SECTION 4. 5. AND BE IT FURTHER ENACTED, That this Act shall take
effect October July 1, 2002. It shall remain effective for a period of 3 years and, at the
end of June 30, 2005, with no further action required by the General Assembly, this
Act shall be abrogated and of no further force and effect.
