(e) (1) Each consumer's program of services shall be based upon a
[mutually-agreed] MUTUALLY AGREED upon individual services plan, jointly
developed by the consumer and the Department or its designee.

6-7A-06.
Subject to § 2-1246 of the State Government Article, the Department shall
report to the General Assembly every 3 months concerning the status and
development of the program under this subtitle, including the number of individuals
budgeted for the Medicaid home- and community-services based [waiver] WAIVER
The first report shall be submitted on October 1, 2001.

(a) The Commission consists of the following 18 members appointed by the
Governor:
(1) The Secretary of Human Resources;
(2) The Secretary of Health and Mental Hygiene;
(3) The Secretary of Labor, [Licensing] LICENSING, and Regulation;
(4) The Secretary of Budget and Management;
(5) The State Superintendent of Schools;
(6) The Special Secretary of the Office for Children, Youth, and Families;
(7) One judge assigned to the Family Division of a circuit court
nominated by the Chief Judge of the Court of Appeals;
