(House Bill 210)
AN ACT concerning
Health - Blood Donation - Minors
FOR the purpose of altering a certain provision relating to consent for blood donation
by a certain minor; altering the age at which a minor may donate blood without
the consent of a parent under certain circumstances; and generally relating to
the age a minor may donate blood.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - Health - General
20-101.
(A) Notwithstanding any other provision of law, a minor who is at least [17]
16 years old, without the consent of a parent OR LEGAL GUARDIAN, may give blood to
a program that:
(1) Is voluntary;
(2) Does not pay money for the blood; and
(3) Is approved by:
(i) The American Association of Blood Banks; or
(ii) The American Red Cross.
(B) (1) NOTWITHSTANDING ANY OTHER PROVISIONS OF LAW, A MINOR WHO
IS AT LEAST 16 YEARS OLD, AND HAS OBTAINED THE CONSENT OF A PARENT OR
LEGAL GUARDIAN, MAY GIVE BLOOD TO THE PROGRAMS LISTED IN SUBSECTION (A)
OF THIS SECTION.
