(a)     Except as provided in subsection (b) of this section, any person that
possesses and maintains any biological agent shall report to the Department the
information required by the Department for inclusion in the Biological [Agent]
AGENTS Registry.

18-214.

(d) The Secretary of the Department of Health and Mental Hygiene shall
appoint the membership of the Commission, based on the recommendation of the
appropriate medical society or [agency;] AGENCY.

(i) On or before December 15 of each year, the Commission shall submit a
report on its findings and recommendations to the Governor and, in accordance with
§ 2-1246 of the State Government Article, to the Senate Education, Health, and
Environmental Affairs Committee and the HOUSE Environmental Matters
Committee.

(b)     "Catastrophic health emergency" has the meaning stated in Article 41, §
[2-104] 2-201 of the Code.

(c)      "Deadly agent" has the meaning stated in Article 41, § [2-104] 2-201 of the
Code.

(d)     "Exposure to a deadly agent" has the meaning stated in Article 41, §
[2-104] 2-201 of the Code.
