(II) WHEN ACTING IN ACCORDANCE WITH REGULATIONS ADOPTED
BY THE SECRETARY TO IMPLEMENT THIS ITEM; OR

(13) WHEN CONDUCTING INVESTIGATIONS RELATING TO OR OTHERWISE
ENFORCING § 7-302 OF THE CRIMINAL LAW ARTICLE.

(D) DETACHED SERVICE FOR FEDERAL GOVERNMENT.

A POLICE EMPLOYEE MAY NOT BE PLACED ON DETACHED SERVICE AND ACT
FOR A FEDERAL DEPARTMENT, AGENCY, OR COMMITTEE OUTSIDE OF THE STATE
WITHOUT THE WRITTEN APPROVAL OF THE GOVERNOR OR AS OTHERWISE PROVIDED
BY LAW.

REVISOR'S NOTE: This section is new language derived without substantive
change from former Art. 88B, § 4(a), (c), (d), (e), and the second sentence of
(b) and, except as it related to the Secretary and deputy secretary, the first
sentence.

Subsection (a)(3) of this section is revised as a definition of "municipal
corporation" rather than a definition of "incorporated municipality" to
conform to Art. XI-E of the Maryland Constitution.

In subsection (a)(3) of this section, the former reference to "territory within
the limits of an incorporated city or town within any county of this State"
is deleted as unnecessary. This is the common meaning of "municipal
corporation". The term "municipal corporation" is generally not defined in
this sense in revised articles of the Code.

Also in subsection (a)(3) of this section, the former phrase "as used in
subsection (b) of this section" is deleted as unnecessary and inaccurate.
The former term "incorporated municipality" was used in former Art. 88B,
§ 4(c), not § 4(b).

Also in subsection (a)(3) of this section, the second sentence of former Art.
88B, § 4(e), which provided that the term "incorporated municipality" may
not be construed to include any other territory within the limits of any
county, is deleted as incomprehensible.

In subsection (b)(1) of this section, the former reference to "employees
designated by the Secretary as" police employees is deleted as surplusage.

In subsection (c)(7) of this section, the former parenthetical "(Vehicle Laws
- Inspection of Used Vehicles and Warnings for Defective Equipment)" is
deleted as unnecessary in the revision.
