(1)     the compound, mixture, or preparation contains an active medicinal
ingredient that does not have a depressant effect on the central nervous system; and

(2)     the admixtures are included in combinations, quantity, proportion, or
concentration that vitiate the potential for abuse of the substances that have a
depressant effect on the central nervous system.

(d) A person who violates this section is guilty of a misdemeanor and on
conviction is subject to:

(1)     for a first violation, a fine not exceeding $1,000;

(2)     for a second violation, a fine not exceeding $2,000; or

Subtitle 6. Crimes Involving Controlled Dangerous Substances and Paraphernalia.

5-601.

(a) Except as otherwise provided in this title, a person may not:

(1) possess or administer to another a controlled dangerous substance,
unless obtained directly or by prescription or order from an authorized provider
acting in the course of professional practice; or
