Article - State Government

3-303.

(b) (1) As to the land militia, the Governor may adopt any regulation or
issue any order on enlistment, discharge, organization, discipline, training, and
equipment that is needed to conform to [Article 65 of the Code] TITLE 13 OF THE
PUBLIC SAFETY ARTICLE, to the National Defense Act, or to any regulation that is
adopted under the National Defense Act.

3-304.

The Governor has the emergency powers and duties set forth in:

(1)     [Article 16A of the Code;

(2)     Title 2, Subtitle 1 of Article 41] TITLE 14 AND § 13-702 OF THE PUBLIC
SAFETY ARTICLE;

[(3)] (2) Article 41, § 2-406 of the Code; AND

[(4) Article 65, § 8 of the Code; and

(5)] (3) any other law.

3-401.

In this subtitle, "executive order" means an order or an amendment or rescission
of an order that, over the signature of the Governor:

(1)     proclaims or ends a state of emergency or exercises the authority of
the Governor during an emergency, under [Article 41, § 2-101 of the Code] TITLE 14,
SUBTITLE 3 OF THE PUBLIC SAFETY ARTICLE or any other provision of law;

(b) Except as otherwise provided in subsection (a) of this section, on or before
the evaluation date for the following governmental activities or units, an evaluation
shall be made of the following governmental activities or units and the statutes and
regulations that relate to the governmental activities or units:

(10) Boiler Rules, Board of ([Article 48, § 169 of the Code] § 12-904 OF
THE PUBLIC SAFETY ARTICLE: July 1, 2013);

12-401.

In this subtitle, "State personnel" means:

(II)   a person who, for or under contract with a unit of the State or a local
government, performs an emergency service during a state of emergency under
[Article 16A of the Code] TITLE 14 OF THE PUBLIC SAFETY ARTICLE;
