(2) If any part or provision of this Compact or the application
thereof to any person or circumstance is held invalid for any reason in a court of
competent jurisdiction, the invalidity does not affect other provisions or any other
application of this Compact which can be given effect without the invalid provision or
application, and for this purpose the provisions of this Compact are declared
severable.

GENERAL REVISOR'S NOTE TO SUBTITLE:
In revising the various articles of the Annotated Code, it was the usual practice
of the former Commission to Revise the Annotated Code and article review
committees to make very few, if any, changes to compacts. The Public Safety Article
Review Committee has made no changes to the text of the Maryland Emergency
Management Assistance Compact, which comprises § 14-803 of this subtitle. To
conform to current code revision drafting conventions, catchlines have been added to
sections and subsections of sections of this subtitle. These catchlines, however, are not
law and the addition of catchlines to this subtitle does not affect the substance of the
Compact.
SUBTITLE 9. COMPULSORY WORK DURING STATE OF WAR
14-901. SCOPE OF SUBTITLE.
THIS SUBTITLE DOES NOT APPLY TO:
(1) STUDENTS;
(2) INDIVIDUALS WHO ARE PREPARING THEMSELVES TO ENGAGE IN
TRADE OR INDUSTRIAL PURSUITS;
(3) INDIVIDUALS WHO ARE TEMPORARILY UNEMPLOYED BECAUSE OF
DIFFERENCES WITH THEIR EMPLOYERS; AND
(4) INDIVIDUALS WHO ARE ENGAGED OR EMPLOYED IN A SEASONAL
BUSINESS, TRADE, OR OCCUPATION IN BALTIMORE CITY OR ALLEGANY COUNTY.
REVISOR'S NOTE: This section is new language derived without substantive
change from former Art. 89, §§ 8, 9, and the second sentence of § 4.
In this section and throughout this subtitle, references to "individuals" are
substituted for the former references to "persons" because only an
individual, and not the other entities included in the defined term
"person", can be employed. See § 1-101 of this article for the definition of
"persons".
