STATE OF MARYLAND
PROCLAMATION DECLARING THE RESULT OF THE ELECTION
OF NOVEMBER 5, 2002
FOR CONSTITUTIONAL AMENDMENTS
WHEREAS, the General Assembly of Maryland at its January Session of 2002
enacted three Acts proposing amendments to the Constitution of Maryland to be
submitted to the voters at the next General Election, to wit: Chapter 587, relating to
District Court Commissions - power and duties; Chapter 588, relating to emergency
laws creating or abolishing any office or changing the term or duties of any officer;
and Chapter 589, relating to Montgomery County - eminent domain - licensed and
certified real estate appraisers.
WHEREAS, the said above recited Acts and each of them, and Article XIV of the
Constitution, provide for the submission of the same to the legal and qualified voters
of the State for their adoption or rejection, at the election to be held on November 5,
2002; and
WHEREAS, at the election held on the day and date set forth, the said Acts and
each of them were so submitted to the legal and qualified voters of the State and from
the certified copies of the returns thereof, duly filed with me as directed by the
Constitution and Laws of the State, it appeared that:
For the adoption of Chapter 587, (Question No. 1)
as aforesaid, 1,272,728 votes were cast, and against
the adoption thereof, 180,840 votes were cast; and
For the adoption of Chapter 588, (Question No. 2)
as aforesaid, 699,112 votes were cast, and against
the adoption thereof, 690,010 votes were cast; and
For the adoption of Chapter 589, (Question No. 3)
as aforesaid, 730,298 votes were cast, and against
the adoption thereof, 501,077 votes were cast; and
NOW, THEREFORE, I, PARRIS GLENDENING, GOVERNOR OF
MARYLAND, in pursuance of the authority and direction contained in Section 1 of
Article XIV of the Constitution of Maryland, do by this, my Proclamation, hereby
declare and proclaim that the greatest number of votes having been cast in favor of
Chapters 587, 588, and 589, and each of them the same as specifically set forth in said
Acts, have been and are duly ratified by the legal and qualified voters of the State,
and henceforth they, and each of them shall become parts of the Constitution of the
State of Maryland, as in said Acts specifically set forth.
