H.B. 1147

VETOES

(d)     The MARYLAND Department of [Business and Economic Development]
AGRICULTURE shall provide the [Forvm] COUNCIL with necessary staff and
resources, including office space [if desired by the Forvm].

(e)     Each unit in the Executive Branch of State government shall participate in
the deliberations of the [Forvm] COUNCIL and work with the [Forvm] COUNCIL on
matters relating to the unit.

(f)      The Attorney General shall serve as legal advisor to the [Forvm]
COUNCIL.

15-108.

The [Forvm] COUNCIL may:

(1)     Maintain [an] A PRINCIPAL office at a location [that the Forvm
designates in accordance with the Forvm budget] IN THE CENTRAL REGION OF THE
STATE THAT IS ACCESSIBLE TO RURAL CITIZENS;

(2)     Employ, as regular employees or as independent contractors, staff
that the [Forvm] COUNCIL considers necessary in accordance with the [Forvm]
COUNCIL budget;

(3)     Enter into contracts;

(4)     Accept grants;

(5)     Accept assistance of any kind from the federal government, other
units of State government, or local governments, or from any private sources; and

(6)     Do all things necessary or convenient to carry out its purpose.
15-109.

(a)     The [Forvm] COUNCIL shall publish an annual report of the activities of
the [Forvm] COUNCIL.

(b)     The report shall be submitted to the Governor and, in accordance with §
2-1246 of the State Government Article, to the General Assembly.

15-110.

(a)     (1) This section only applies if the [Forvm] COUNCIL is dissolved.

(2) This section does not apply to the disposition of any funds or other
assets of the State.

(b)     After paying or making provision for the payment of any liability of the
[Forvm] COUNCIL, the [Forvm] COUNCIL shall dispose of all assets of the [Forvm]
COUNCIL in a manner consistent with the purposes of the [Forvm] COUNCIL by
transferring the assets to an organization that is organized and operated exclusively
for charitable, educational, religious, or scientific purposes and that is then qualified
as an exempt organization under § 501(c)(3) of the Internal Revenue Code.
