BUILDING, STRUCTURE, OR FACILITY OWNED OR OPERATED BY THE STATE OR ANY
OF ITS POLITICAL SUBDIVISIONS.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health or safety,
has been passed by a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, and shall take effect from
the date it is enacted.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 1147 - Consolidation of Rural Development Programs.

This bill renames the Forvm for Rural Maryland to be the Rural Maryland Council
and authorizes a number of administrative provisions for the Council.

Senate Bill 744, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 1147.

AN ACT concerning

Consolidation of Rural Development Programs

FOR the purpose of renaming the Forvm for Rural Maryland to be the Rural
Maryland Council; providing for the purpose of the Council; expanding the
Council's membership; requiring the Council to elect one or more Vice
Chairmen; altering and expanding the Council's Executive Board membership
and clarifying its duties; authorizing the Council's Chairman to establish certain
working committees; requiring the Council's Executive Director to serve at the
pleasure of the Executive Board; placing the Council, for administrative and
budgetary reasons, under the Maryland Department of Agriculture and
requiring the Department to provide certain funding, staff, and resources for the
Council; requiring the Secretary of Agriculture to include the Council's budget
request that is provided to the Department of Budget and Management with the
budget request of the Maryland Department of Agriculture; providing for the
