Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 675 - Maryland Medical Assistance Program - Reimbursement for
Outpatient Mental Health Treatment - Dual Eligibility.
This bill requires the Maryland Medical Assistance Program to reimburse specified
providers the entire Program fee for the outpatient mental health treatment of
individuals who are dually eligible for Medicare and Medicaid as defined in the
legislation.
Senate Bill 209, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 675.

AN ACT concerning
Maryland Medical Assistance Program - Reimbursement for Outpatient
Mental Health Treatment - Dual Eligibility
FOR the purpose of requiring the Maryland Medical Assistance Program to reimburse
certain providers of outpatient mental health treatment a certain amount of the
Program fee for certain individuals; defining certain terms; requiring the
Department of Health and Mental Hygiene to submit a report demonstrating
that certain funds have been used for the purpose of funding this Act; and
generally relating to a certain Program reimbursement amount to certain
providers for certain mental health treatment for certain individuals.
