(f)      The Department of the Environment, in consultation with other
appropriate State agencies, shall provide staff support for the Task Force.

(g)     The Task Force shall submit to the Governor and, subject to § 2-1246 of
the State Government Article, to the General Assembly:

(1)     an interim report interim reports of its activities and
recommendations on or before December 31, 2003 May 31. 2004 and May 31. 2005:
and

(2)     a final report of its findings and recommendations on or before May
31, 2004 2006.

SECTION 2. AND BE IT FURTHER ENACTED, That it is the intent of the
General Assembly that the Task Force:

(1)     consider any findings and recommendations of the Governor's Water
Resource Management Advisory Committee established under Executive Order
01.01.2002.05; and

(2)     continue the work of that Advisory Committee.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect June 1, 2003. It shall remain effective for a period of 1 year 3 years and, at the
end of May 31, 2004 2006, with no further action required by the General Assembly,
this Act shall be abrogated and of no further force and effect.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 662 - Upper Shore Regional Council.

This bill establishes the Upper Shore Regional Council as a regional planning and
development agency for Cecil, Kent, and Queen Anne's counties and provides for the
operation of the Council.

Senate Bill 525, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 662.
