VETOES

(1)      ASSIST IN DEVELOPING THE AGREEMENT UNDER § 8-602 OF THIS
SUBTITLE;

(2)      MONITOR AND REVIEW THE RESULTS FROM THE EARLY CHILDHOOD
PROGRAM AGREEMENT; AND

(3)      SUBMIT AN ANNUAL REPORT TO THE GENERAL ASSEMBLY ON OR
BEFORE DECEMBER 1, IN ACCORDANCE WITH § 2-1246 OF THE STATE GOVERNMENT
ARTICLE, ON THE EFFECTIVENESS AND SUCCESS OF THE AGREEMENT IN
PROMOTING EARLY CHILDHOOD EDUCATIONAL AND DEVELOPMENTAL PROGRAMS.

SECTION 2. AND BE IT FURTHER ENACTED, That for fiscal year 2005, and
each fiscal year thereafter, the Governor shall include in the annual budget bill an
appropriation at least equal to the fiscal 2003 appropriation for early childhood
education programs including Head Start, the Judy Centers, prekindergarten, and
kindergarten programs and child care centers
for Head Start and the Judy Centers.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2003.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 649 - Natural Resources - Maryland Provisional Chesapeake Bay
Charter Boat Permit.

This bill requires the Department of Natural Resources (DNR) to establish a
Maryland Provisional Chesapeake Bay Charter Boat Permit valid only for operating a
vessel for charter fishing trips originating from the tidal waters of Virginia or the
Potomac River. A permit fee is not specified and the permit is nontransferable. The
bill authorizes the DNR to adopt implementing regulations.

Senate Bill 301, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 649.
