H.B. 389                                                 VETOES

1.       Conduct an evaluation of the county superintendent's
professional performance; and

2.       Share the findings of the evaluation with the county
superintendent.

(iv) 1. By December 1 of the year preceding a year in which the
term ends, the county superintendent shall notify the county Board whether the
superintendent is a candidate for reappointment. If the superintendent notifies the
county Board that the superintendent is not a candidate for reappointment, then the
remaining provisions of this paragraph shall not apply.

2. The county Board shall provide public notice in 2
newspapers of general circulation in the county whether the superintendent is a
candidate for reappointment.]

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2003.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 389 - Natural Resources — Complimentary Hunting Licenses —
Hunting Stamps.

This bill provides that a complimentary hunting license issued by the Department of
Natural Resources must include all applicable hunting stamps, except for migratory
game bird stamps and bonus deer stamps.

Senate Bill 421, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 389.
