July 1, 2003.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 310 - State Board of Social Work Examiners - Sunset Extension
and Program Evaluation.

This bill continues the State Board of Social Work Examiners in accordance with the
provisions of the Maryland Program Evaluation Act by extending the termination of
provisions relating to authority of the Board to July 1, 2014. Furthermore, this
legislation requires the Board and the Department of Health and Mental Hygiene to
submit a report to specified legislative committees on or before October 1, 2003.

Senate Bill 268, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 310.

AN ACT concerning

State Board of Social Work Examiners - Sunset Extension and Program

Evaluation

FOR the purpose of continuing the State Board of Social Work Examiners in
accordance with the provisions of the Maryland Program Evaluation Act (Sunset
Law) by extending to a certain date the termination of provisions relating to the
statutory and regulatory authority of the Board; providing for the filling of
certain vacancies on the Board under certain circumstances; authorizing the
. Board to elect certain officers; requiring that an evaluation of the Board and the
statutes and regulations that relate to the Board be performed on or before a
certain date; requiring the Board and the Department of Health and Mental
Hygiene to submit a certain report to certain committees on or before a certain
date; and generally relating to the State Board of Social Work Examiners.
