(d) (1) In Prince George's County:

(i) A child under the age of 15 years may not stand in a roadway,
median divider, or intersection to solicit money or donations of any kind from the
occupant of a vehicle; and

(ii) An adult may not cause, encourage, allow, or petition a child
under the age of 15 years to stand in a roadway, median divider, or intersection to
solicit money or donations of any kind from the occupant of a vehicle.

(2) A child under the age of 15 years may not be found guilty or
adjudicated delinquent for a violation of paragraph (1)(i) of this subsection if an adult
caused, encouraged, allowed, or petitioned the child in violation of paragraph (1)(ii) of
this subsection.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 2003.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 170 - Dorchester County — Correctional Services - Inmate Welfare
Fund.

This bill provides that either the chief financial officer for Dorchester County or the
managing official of the local correctional facility as designated by Dorchester County
must separately hold and account for the inmate welfare fund, and must pay out
money from the fund as approved in the county budget.

Senate Bill 461, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 170.
