(3) The term of the appointed member from councilmanic district 1,
scheduled to expire on June 30, 2007, shall terminate at the end of December 31,
2006.
SECTION 6. AND BE IT FURTHER ENACTED, That Section 2 of this Act shall
take effect on the taking effect of the termination provision specified in Section 20 of
Chapter 289 of the Acts of the General Assembly of 2002. If that termination provision
takes effect, Section 1 of this Act shall be abrogated and of no further force and effect.
This Act may not be interpreted to have any effect on that termination provision.
SECTION 7. AND BE IT FURTHER ENACTED, That, subject to the provisions
of Section 6 of this Act, this Act shall take effect October 1, 2003.

Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed Senate Bill 468 - Wicomico County - Alcoholic Beverages - Licenses, Sales,
and Wine Festival.
This bill makes numerous changes to alcoholic beverages law in Wicomico County and
provides for the issuance of a special Wicomico County Wine Festival license.
House Bill 126, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 468.

AN ACT concerning
Wicomico County - Alcoholic Beverages - Licenses, Sales, and Wine Festival
FOR the purpose of repealing a certain requirement for a certain alcoholic beverages
license for conference centers in Wicomico County; increasing a certain annual
alcoholic beverages license fee in the county; altering the term of an alcoholic
beverages license in the county; repealing the prohibition on Sunday sales of
certain alcoholic beverages in the county; establishing a special WCWF license
for the sale of wine at the Wicomico County Wine Festival; establishing certain
licensing requirements; requiring certain license holders to display and sell
certain wine; establishing a license fee; requiring the Wicomico Board of License
Commissioners to set the date and location of the Festival; requiring the Board
