S.B. 248                                                  VETOES

(1)     Met the requirements of § 17-302.1 of this article; and

(2)     Provided documentation to the Board evidencing the completion of 60
hours of graduate course work, including training in personality development,
diagnosis and treatment of mental and emotional disorders, psychopathology, family
therapy, and psychotherapy from an accredited college or university approved by the
Board.

17-3A-02.2.

(A)     THE BOARD SHALL GRANT A LICENSE TO PRACTICE CLINICAL MARRIAGE
AND FAMILY THERAPY TO AN APPLICANT IF THE APPLICANT:

(1)      IS A STATE RESIDENT;

(2)      IS LICENSED OR CERTIFIED AS A MARRIAGE AND FAMILY THERAPIST
IN ANOTHER STATE WHOSE REQUIREMENTS ARE EQUIVALENT TO OR EXCEED THE
REQUIREMENTS OF § 17-3A-02(E) OF THIS SUBTITLE;

(3)      SUBMITS AN APPLICATION ON THE FORM THAT THE BOARD
REQUIRES; AND

(4)      PAYS TO THE BOARD THE APPLICATION FEE SET BY THE BOARD.

(B)     THE BOARD SHALL ADOPT REGULATIONS TO IMPLEMENT THIS SECTION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2003.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed Senate Bill 248 - Potomac River Fisheries Commission - Dredging of Oysters
and Oyster Repletion Fees.

This bill expands the authority of the Potomac River Fisheries Commission to
regulate the power dredging of oysters and authorizes the Commission to levy oyster
repletion fees.

House Bill 344, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 248.
