S.B. 240
VETOES
Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed Senate Bill 240 - State Department of Education - Division of Library
Development and Services - Distribution of Accessible Information to Disabled
Individuals.
This bill requires the Department of Budget and Management, in consultation with
the Governor's Advisory Board for Telecommunications Relay and the Governor's
Office for Individuals with Disabilities to enter into an agreement with the State
Department of Education, Division of Library Development and Services, provides for
an annual payment to be made equal to the cost of distribution of accessible
information and requires the Division to provide eligible individuals with access to an
audio news and information service.
House Bill 469, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 240.

AN ACT concerning
State Department of Education - Division of Library Development and
Services - Distribution of Accessible Information to Disabled Individuals
FOR the purpose of requiring the Department of Budget and Management, in
consultation with the Governor's Office for Individuals with Disabilities, to
establish and administer a program relating to the reimbursement of certain
costs; requiring the Department, in consultation with the Governor's Advisory
Board for Telecommunications Relay and the Governor's Office for Individuals
with Disabilities to enter a certain agreement with the State Department of
Education, Division of Library Development and Services, providing for a
certain payment to be made relating to the distribution of accessible
information; requiring the Division to provide certain individuals certain access
to an audio news and information service; amending a certain subtitle; defining
certain terms; and generally relating to the distribution of accessible
information to disabled individuals.
BY repealing and reenacting, with amendments,
Article - State Finance and Procurement
Section 3-901 and 3-902(a) to be under the amended subtitle "Subtitle 9.
Telecommunications Devices and Distribution of Accessible Information for
Disabled Individuals"
