SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 2003.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed Senate Bill 99 - State Acupuncture Board - Sunset Extension and Program
Evaluation — Licensure Requirements.

This bill continues the State Acupuncture Board in accordance with the provisions of
the Maryland Program Evaluation Act until July 1, 2015 the termination provisions
relating to the statutory and regulatory authority of the Board.

House Bill 34, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 99.

AN ACT concerning

State Acupuncture Board - Sunset Extension and Program Evaluation -

Licensure Requirements

FOR the purpose of continuing the State Acupuncture Board in accordance with the
provisions of the Maryland Program Evaluation Act (Sunset Law) by extending
to a certain date the termination provisions relating to the statutory and
regulatory authority of the Board; requiring that an evaluation of the Board and
the statutes and regulations that relate to the Board be performed on or before
a certain date; altering certain licensure requirements to include the achievement
of a certain status; making certain technical corrections;
making stylistic
changes; and generally relating to the State Acupuncture Board.

BY repealing and reenacting, with amendments,
Article - Health Occupations
Section 1A-302 and 1A-502
Annotated Code of Maryland
(2000 Replacement Volume and 2002 Supplement)

BY repealing and reenacting, without amendments,
