A House Simple Resolution concerning
The Honorable Casper R. Taylor, Jr.
FOR the purpose of recognizing, honoring, and expressing appreciation for the longest
serving Speaker of the House of Delegates in the State of Maryland, the
Honorable Casper R. Taylor, Jr.
WHEREAS, Casper R. Taylor, Jr., was elected to the House of Delegates in 1975;
and
WHEREAS, Delegate Taylor served as chairman of the House Committee on
Economic Matters from 1987 to 1994; he was then elected Speaker of the House of
Delegates in January 1995 and continued to serve in that capacity until January
2003; and
WHEREAS, During his tenure as Speaker, Cas Taylor did much to preserve and
advance the House of Delegates as an institution by establishing The Speaker's
Society to recognize and. memorialize the legacy of public service bestowed by the
current and former members of the House; by establishing the Speaker's Medallion as
an award given in recognition of an outstanding career of dedication and exemplary
service to the House and the State; by initiating the restoration of the historic lounge
of the House of Delegates; by incorporating modern technology into the floor
proceedings of the House; by initiating a highly successful motor bus orientation tour
of the State in the first year of a term for new members of the House; and, most
significantly, fostering, through his deliberative approach to issues and the
implementation of effective consensus building techniques, a climate of bipartisan
cooperation among the members of the House; and
WHEREAS, Under the leadership of Delegate Taylor in his capacity as Speaker
of the House, the House of Delegates adopted a philosophy to address the needs of its
poorest jurisdictions, implementing the "One Maryland" approach to meeting some of
the critical economic development and social needs of our State; and
WHEREAS, Cas Taylor's leadership and vision made possible an essential and
long overdue office building to augment the facilities of the House of Delegates and
accommodate the public and the space needs of the standing committees and
delegations in the House; and
WHEREAS, Construction of the new building adjacent to the current Lowe
House Office Building is scheduled to begin in the Spring of 2003; and
WHEREAS, The members of the House of Delegates wish to show their deep
respect for Casper R. Taylor, Jr., and their appreciation of his enduring contributions
