(i) Emergency Projects - System-wide

(3) In accordance with Title 19 of the Education Article of the Annotated Code
of Maryland (2001 Replacement Volume and 2002 Supplement), each of the following
projects is approved as a project for an academic facility, and the University System of
Maryland may issue, sell, and deliver bonds in the total principal amount of
$8,085,000 for the purposes of financing and refinancing the costs of these projects:

(A)     University of Maryland Eastern Shore (Somerset County)
(i) Campus-wide Utilities Upgrade

(B)     Coppin State College (Baltimore City)

(i) Health and Human Services Building

(ii) Planning for Utilities Upgrades and Additions, provided that no
funds may be expended until:

1. the Part I and II Program Plans have been approved by
the Department of Budget and Management;

2. a cost estimate based on the approved plans has been
prepared by the Department of General Services; and

3. the budget committees of the General Assembly have
reviewed and commented on the cost estimate or 45 days have elapsed from the date
the cost estimate is received by the committees
