(e) The "prior year appropriation" used to calculate the fiscal year 2000
appropriation to the Maryland School for the Blind shall be $11,585,436.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2003 2004.

CHAPTER 459
(House Bill 968)

AN ACT concerning

Academic Facilities Bonding Authority

FOR the purpose of approving certain projects for the acquisition, development, and
improvement of certain academic facilities for the University System of
Maryland; requiring certain information to be provided to certain committees of
the General Assembly with a certain review and comment period before funds
may be expended for a certain project; and approving the issuance of bonds by
the University System of Maryland for financing the projects.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:

(1)     In accordance with Title 19 of the Education Article of the Annotated Code
of Maryland (2001 Replacement Volume and 2002 Supplement), each of the following
projects is approved as a project for an academic facility, and the University System of
Maryland may issue, sell, and deliver bonds in the total principal amount of
$12,100,000 for the purposes of financing and refinancing the costs of these projects:

(A)    University of Maryland, Baltimore (Baltimore City)
(i) Construct Dental School Building

(B)     Towson University (Baltimore County)

(i) Construct and Renovate Fine Arts Building

(2)     In accordance with Title 19 of the Education Article of the Annotated Code
of Maryland (2001 Replacement Volume and 2002 Supplement), each of the following
capital facilities renewal projects is hereby approved as a project for an academic
facility, and the University System of Maryland may issue, sell, and deliver bonds in
the total principal amount of $12,900,000 for the purposes of financing and
refinancing the costs of these capital facilities renewal projects:

(A) University of Maryland, Baltimore (Baltimore City)

(i) Facade and Window Upgrade; Medical School Teaching Facility,
Phase V
